Expands Massachusetts emergency shelter eligibility under Chapter 23B to include individuals with disabilities (as defined by Chapter 179 of the Acts of 1995) who require home care, caretaker services, and constant stay and housing, as well as the elderly

Requires the Department of Housing and Community Development to provide hotel or motel shelter to disabled individuals whose reasonable accommodation needs cannot be met at overnight shelters

Amends Section 30 of Chapter 23B of the General Laws to extend protections currently available to families with children to childless adults with chronic disabilities
