Establishes new procurement procedures for housing authority construction contracts for renovation and repair projects funded under item 7004-0074 from Chapter 150 of the Acts of 2024 (Affordable Homes Act capital funds)

Contracts under $10,000 may be awarded using sound business practices; contracts over $10,000 may be awarded to the lowest responsible bidder or through competitive sealed proposals via request for proposals (RFP)

Eliminates sub-bid requirements for contracts under this section, while maintaining prevailing wage requirements under Chapter 149, sections 26-27F and 29

Requires public notification at least 2 weeks before bid deadline, including posting on housing authority website, central register, and at the housing authority office; bidders must provide certificate of eligibility and labor certification

Proposal evaluation must rate submissions as highly advantageous, advantageous, not advantageous, or unacceptable; contracts remain subject to applicable bond requirements under Chapter 149, section 44B and Chapter 30, section 39M
