Establishes an 18-member Interagency Supportive Housing Finance and Strategy Board, chaired by the Lieutenant Governor, to scale supportive housing and address homelessness; initial appointments due by September 1, 2025 with first meeting by September 15, 2025

Creates a supportive housing pilot program providing a minimum of 2,000 units to individuals, families, and young adults experiencing or at risk of homelessness, with $1,000,000 annually in low- and moderate-income housing tax credits set aside for the initiative

Requires multiple state agencies to execute a "Community Housing and Services Memorandum of Understanding" to coordinate supportive services, capital subsidies, and operating subsidies for very low and extremely low-income residents, filed annually for at least 10 years

Mandates the Executive Office of Health and Human Services and Executive Office of Housing and Livable Communities to develop a plan pairing Medicaid housing benefits with community-based behavioral health services for supportive housing units, due July 1, 2025

Pilot program effective date set for July 1, 2025, with federal reimbursements for services credited to the supportive housing pool fund
