Establishes a reentry and formerly incarcerated persons program within the Department of Housing and Community Development (DHCD) to help incarcerated individuals understand housing options, find short-term and permanent housing, and access housing vouchers

Requires DHCD to partner with community-based organizations experienced in reentry services and submit annual reports on program impacts to the legislature

Mandates housing priority and preference for incarcerated persons about to be released and formerly incarcerated persons across multiple state housing programs, including affordable housing developments, smart growth zoning districts, community preservation housing, and public housing

Adds reentry housing as a priority category for Low-Income Housing Tax Credit allocations in the state's Qualified Allocation Plan

Requires emergency housing vouchers under the American Rescue Plan Act to prioritize persons released from correctional facilities within the last 2 years
