Requires event organizers to verify that all attendees are at least 21 years old

Exempts marijuana use prevention programs for youth, youth educational programs, and substance misuse programs from the age requirement

Imposes a fine of up to $2,000 on event organizers who fail to comply with the age verification requirement

Provides a rebuttable presumption of compliance for organizers who reasonably rely on valid identification including liquor purchase ID cards, driver's licenses, state ID cards, U.S. or foreign passports, or military ID cards
