Establishes a statewide goal of producing 400,000 new housing units in Massachusetts by 2040

Requires 80,000 of those units be affordable to households earning less than 80% of Area Median Income, including at least 20,000 units for households under 60% AMI and 20,000 supportive housing units for households under 30% AMI

Mandates annual reporting by the Secretary of Housing and Livable Communities to the legislature on progress toward these goals

Annual reports must include breakdowns by market-rate units, accessible/adaptable units for persons with disabilities, units for persons over 55, and deed-restricted affordable housing at various income levels

Reports must also include data on residential properties purchased by foreign buyers and short-term rental information collected under Chapter 337 of the Acts of 2020
