Establishes the Whole Home Repairs Program within the Executive Office of Housing and Livable Communities to coordinate federal and state home repair resources

Provides grants up to $50,000 per unit to homeowners earning at or below 80% of area median income for repairs addressing habitability, energy/water efficiency, or disability accessibility

Offers forgivable loans up to $50,000 per unit to small landlords (owning no more than 5 properties/15 units) who rent affordable units to tenants at or below 60% area median income

Loans to landlords may be forgiven after 15 years if they offered 3-year lease extensions, capped annual rent increases at 3%, maintained ownership, and had no serious uncorrected violations

Requires grantees to invest in workforce development programs including pre-apprenticeships, apprenticeships, and on-the-job training with cash stipends for trainees in home repair trades
