Creates a local option pilot program allowing cities and towns to apply for a tenant's opportunity to purchase program, with applications reviewed by the Executive Office of Housing and Livable Communities

Limits participation to no more than 15 zip codes statewide, targeting areas with at least 70% rental units, high displacement rates (measured by evictions and RAFT applications), and high poverty rates

Requires the office to promulgate regulations with stakeholders by December 31, 2025, and begin accepting applications by June 30, 2026

Establishes a 5-year pilot program duration, concluding with a report containing recommendations for improvement, expansion, continuance, or termination
