Requires all applicants for state-funded, federally-funded, or state-subsidized housing programs to undergo comprehensive background checks prior to acceptance, including criminal history at state, federal, and international levels, employment and education verification, immigration status, credit history, and sex offender registry screening

Mandates the Massachusetts Registry of Motor Vehicles to provide full database access to local, state, and federal law enforcement agencies for conducting background checks, criminal investigations, and verifying identity and residency of housing applicants

Establishes that individuals with criminal convictions for violent crimes, sexual offenses, fraud, or other serious offenses within the past 10 years may be deemed ineligible for housing program participation, with exceptions available upon demonstration of rehabilitation or compelling need

Assigns implementation responsibility to the Executive Office of Housing and Livable Communities, with annual audits required in coordination with the Registry of Motor Vehicles to ensure compliance

Imposes penalties on agencies found in violation of the Act, including fines, suspension of funding, or other sanctions
