Regulates hemp-derived cannabinoid products containing more than 0.5mg THC per serving by requiring an "intoxicating hemp endorsement" from the Cannabis Control Commission, with violations punishable by up to 1 year imprisonment and/or $25,000 per day fine

Establishes a 60-day credit limit for marijuana product sales between licensees, with mandatory public posting of delinquent licensees and cash-only purchasing restrictions for those on the delinquent list

Reduces regulatory burdens by extending agent registration cards to 7 years, eliminating ID checks except at point of sale, allowing advertising of sales and loyalty programs, and setting a 40-pound minimum batch size for mandatory testing
