Establishes the Youth Court Justice Fund as a separate fund administered by the Secretary of Public Safety and Security to support restorative justice models of juvenile diversion programs

Redirects drug forfeiture proceeds: 34% to the Youth Court Justice Fund, 33% to the prosecuting district attorney or attorney general, and 33% to the police department involved in the seizure

Requires at least 50% of the Youth Court Justice Fund monies be directed specifically to youth courts, defined as non-profit or public forums where first-time juvenile misdemeanor offenders receive sanctions from similarly aged volunteer peers

Mandates annual reporting by February 15th from district attorneys, the attorney general, state police, local police chiefs, and the Secretary of Public Safety detailing all forfeiture collections and expenditures

Grant recipients must submit annual reports to the Secretary of Public Safety documenting all monies received and payments made by youth court and juvenile diversion programs
