Amends Chapter 94G (cannabis law) to add definitions for "Person or Entity Having Direct Control" and "Person or Entity Having Indirect Control" over marijuana establishments, including those with 10% or greater voting interest, authority to appoint officers/directors, or financial interests in delivery licensees

Defines "Owner" as any person or entity owning 10% or more interest in a licensee, whether directly or through parent/holding companies

Allows existing licensees to obtain direct or indirect control of up to 4 additional marijuana retailer or medical marijuana treatment center licenses beyond current limits

Restricts this expansion opportunity to joint ventures where the retail license is majority-owned by a certified social equity business, economic empowerment business, or Disadvantaged Business Enterprise (MBE, WBE, or VBE certified through the Supplier Diversity Office)

Caps the non-equity partner's ownership stake at no more than 35% in these joint venture arrangements
