Creates new Chapter 110I in Massachusetts General Laws establishing the Uniform Real Property Electronic Recording Act, allowing registrars to accept electronic documents for recording in land records

Electronic documents and electronic signatures satisfy legal requirements that documents be originals, on paper, in writing, or signed; notarization requirements are met if the authorized person's electronic signature and required information are attached

Registrars may receive, index, store, archive, transmit, and search electronic documents, and may convert existing paper records to electronic form while continuing to accept paper documents in the same index

Secretary of State must adopt implementation standards, considering practices of other jurisdictions, national standards from bodies like the Property Records Industry Association, and needs of counties of varying sizes

Modifies and supersedes portions of the federal Electronic Signatures in Global and National Commerce Act (15 U.S.C. Section 7001), with Section 7 taking effect January 1, 2026
