Creates new criminal offenses for indecent assault and battery and sexual abuse committed by adults in positions of trust, authority, or supervision over children, including teachers, coaches, tutors, parents, guardians, babysitters, and mandated reporters

Establishes penalties of up to 10 years in state prison for indecent assault and battery on children ages 14-17, and a minimum of 10 years to life imprisonment for offenses against children under 14

Requires minimum 10 years imprisonment for rape/sexual intercourse offenses against children under 16 by persons in positions of trust, with no eligibility for probation, parole, work release, or furlough until 10 years served

Deems children under 18 legally incapable of consenting to sexual conduct by defendants in positions of trust, and eliminates the defense that the position of authority has ended if the victim is still under 18

Adds new offenses to Chapter 277, Section 63 of the General Laws governing criminal procedure and statute of limitations provisions
