Requires annual reporting of recidivism rates (rearraignment, reconviction, reincarceration) tracked over 1, 2, and 3-year periods, categorized by race, ethnicity, gender, and age, published quarterly on the Executive Office of Public Safety and Security website

Directs the Justice Reinvestment Oversight Board to meet quarterly to review agency compliance with data collection requirements and submit an annual compliance report to the legislature by July 1
