Requires patients to provide written certification before the procedure that they received the required information, with records kept for 7 years (or longer for minors)

Imposes $10,000 fine per day on facilities that fail to post required signage while performing abortions during business hours

Creates civil cause of action allowing individuals injured by non-compliance to sue in superior court for emotional distress and other damages
