Creates new Chapter 265A establishing criminal offenses for violence against unborn children, defined as individual human life from conception until death

Establishes murder of an unborn child in the first degree (life imprisonment without parole) and second degree (life with parole eligibility), with modified sentencing for offenders ages 14-17

Creates voluntary and involuntary manslaughter charges for unborn children, punishable by up to 20 years in state prison or up to $1,000 fine with 2.5 years in jail

Establishes assault, battery, and assault and battery offenses against unborn children with penalties ranging from 2.5 years to 15 years imprisonment and fines up to $5,000

Exempts legal abortions with the pregnant woman's consent and acts performed during standard medical diagnostic or therapeutic treatment; the pregnant woman herself cannot be prosecuted under this act
