Prohibits performing or attempting to perform an abortion when the provider knows the abortion is sought, in whole or in part, because of a Down syndrome diagnosis, test result, or belief that the fetus has Down syndrome

Criminal penalties for violations include up to 15 years in state prison, up to 2.5 years in jail, and/or fines up to $15,000

Mandatory license revocation by the Board of Registration in Medicine, Nursing, or Physician Assistants for any licensed provider who violates the prohibition

Civil liability for compensatory and exemplary damages plus attorney's fees to any person who sustains injury, death, or loss as a result of a prohibited abortion

Pregnant women are explicitly exempt from criminal prosecution, conspiracy charges, or complicity charges under this act
