Creates a "Reduced Testing Allowance" certification program allowing marijuana establishments that pass all required testing protocols for every harvest batch over a 6-12 week period (42-84 days) to qualify for reduced testing requirements for 1 year

Adds statutory definitions for "Sample" (items collected from marijuana establishments for independent lab testing) and "Test Batch" (group of samples from a single cultivation or production batch submitted for testing)

Establishes tiered sampling requirements based on cultivation batch weight: 8 samples (4 grams total) for batches up to 20 pounds, 15 samples (7.5 grams) for 20-40 pounds, 23 samples (11.5 grams) for 40-100 pounds, and 29 samples (14.5 grams) for 100+ pounds

Directs the Cannabis Control Commission to establish regulations for the reduced testing certification program and batch sampling procedures
