Establishes a $250 assessment for OUI convictions (alcohol, marijuana, narcotics, depressants, or stimulants), with 100% deposited into the Head Injury Treatment Services (HITS) Trust Fund

Directs $50 from each fine collected under Section 13B (leaving the scene of personal injury) to the HITS Trust Fund

Allocates 75% of fines from multiple OUI offense levels (second through subsequent offenses) to the HITS Trust Fund on a monthly basis

Increases certain motor vehicle violation fines from $50 to $100, and separately from $50 to $75, under Section 20 of Chapter 90

Adds Section 13B to the existing funding sources for the Head Injury Treatment Services Trust Fund under Chapter 10
