Establishes a Cannabis Products Recall Fund under the Department of Public Health to finance mandatory recalls of THC-containing products cultivated, processed, manufactured, delivered, or sold in Massachusetts

Fund sources include transfers from the Marijuana Regulation Fund, legislative appropriations, and earned interest; funds do not revert to the General Fund at fiscal year end

Authorizes the DPH Commissioner to adopt rules and regulations for ordering mandatory product recalls, which must be consistent with Cannabis Control Commission regulations and current research on marijuana product safety

Requires the Commissioner to develop consumer health risk information based on scientific research regarding ingestion, injection, or inhalation of THC products, with distribution methods determined by the Cannabis Control Commission

Mandates annual reporting by December 31 on fund activity to the Joint Committees on Cannabis Policy and Public Health, Ways and Means committees, and legislative clerks
