Creates strict liability for any person who manufactures, distributes, or dispenses heroin, fentanyl, methamphetamine, LSD, PCP, or other Class A, B, or C controlled substances when a death results from injection, inhalation, or ingestion of that substance

Punishment includes imprisonment for life or any term of years plus a fine of up to $25,000, with a mandatory minimum of 5 years that cannot be reduced or suspended

Convicted individuals are ineligible for probation, parole, furlough, or good conduct sentence reductions until serving at least 5 years

Eliminates the defense that the deceased contributed to their own death through purposeful, knowing, reckless, or negligent use of the substance or by consenting to its administration

Does not preclude or limit other homicide prosecutions against the same defendant
