Fund balance does not revert to the General Fund at fiscal year end, allowing accumulation across years

Requires distribution of 100% of fund monies annually, with a minimum aggregate distribution of $2,500,000 per fiscal year

Distributions calculated based on each municipality's share of the statewide average daily prisoner population housed within its boundaries
