Requires wireless telecommunications carriers and in-vehicle security/communications providers to immediately disclose device location information to law enforcement for emergency calls, missing person investigations, or situations involving risk of death or serious physical harm

Mandates all wireless carriers and in-vehicle service providers submit emergency contact information to the Executive Office of Public Safety and Security annually by June 15th

Establishes legal immunity for carriers and their employees who provide location information in good faith under this law

Directs the Executive Office to maintain a database of carrier emergency contacts and make it available to all public safety answer points statewide

Requires the Executive Office to promulgate regulations for administration and enforcement of these provisions
