Establishes a 15-member special legislative commission to study legislative actions to increase racial diversity among Massachusetts judges

Commission membership includes chairs of the Joint Committee on the Judiciary (as co-chairs), representatives from the Black and Latino Legislative Caucus, Asian Caucus, Attorney General's office, and various bar associations including the Massachusetts Black Lawyers Association and Massachusetts Association of Hispanic Attorneys

Governor's appointments to the commission must include women and people of color in proportion to their representation in the state's population

Commission will evaluate current and historic judicial diversity, assess impact of potential legislative action, and propose standards for judicial admission including age, education, community of origin, and mental health criteria

Final report with findings and recommendations due to the legislature, Governor's Council, and Governor by December 31, 2026
