Creates a Foreclosure Review Division as a special division of the Superior Court Department with 4-6 sessions statewide to handle all residential mortgage foreclosure cases, including validity challenges, evictions, title disputes, loan modifications, and related criminal matters

Requires staffing with a presiding justice, court administrator, clerks, facilitators for self-represented litigants, mediators, and title examiners, with all employees who interact with litigants required to be certified neutrals

Allows any party or judge to transfer pending foreclosure-related cases from other courts without additional filing fees, and provides 30 days to refile in the division if another court dismisses for lack of jurisdiction

Establishes an advisory board including the Attorney General, victim assistance representatives, consumer advocates, and legal experts appointed by the Chief Justice of the Supreme Judicial Court to advise on judicial and administrative matters

Division operates for an initial 5-year term with automatic renewal every 5 years unless the legislature votes to repeal
