Increases the maximum number of marijuana retailer licenses a single person or entity can control from 3 to 6, with a phased rollout: 4 retailers allowed after year one, 5 after year two, and 6 thereafter

Establishes caps of 3 licenses each for medical marijuana treatment centers, marijuana product manufacturers, and marijuana cultivators per person or entity

Defines "Person or Entity Having Direct Control" to include owners, those with 10% or greater voting interest, close associates, those who appoint majority of directors, and third-party technology platform providers with financial interests

Prohibits obtaining a 4th or more retailer license through new applications; expansion beyond 3 retailers must occur through purchasing existing licenses in good standing via change of ownership requests

Requires the Cannabis Control Commission to establish regulations giving priority consideration for purchases to social equity businesses, economic empowerment businesses, and certified MBE, WBE, or VBE enterprises
