Creates new Chapter 223B in Massachusetts General Laws to establish uniform procedures for enforcing out-of-state subpoenas for depositions and discovery in Massachusetts

Allows foreign subpoenas to be domesticated by submitting them to either a Superior Court clerk in the county where discovery is sought, or to a Massachusetts-licensed attorney in good standing

Once domesticated, foreign subpoenas may be enforced as Massachusetts court orders, with recipients able to file objections or motions to quash under Rule 45 of the Massachusetts Rules of Civil Procedure

Preserves Massachusetts legal privileges including attorney-client privilege, work product protection, and self-incrimination protections for persons served with foreign subpoenas

Applies to both pending cases and future cases, and authorizes the Supreme Judicial Court to adopt additional implementing rules
