Gives victims three years from the last published notice to file civil lawsuits against defendants to recover damages, with the posted bond used to satisfy judgments

Imposes civil penalties of one to three times the contract value on contracting parties who fail to report agreements or post required bonds

Tolls the statute of limitations for tort actions by victims against criminal defendants during any period of incarceration, parole, or probation
