Establishes a foreclosure mediation program administered by the Massachusetts Office of Public Collaboration at UMass Boston for owner-occupied residential properties with up to 4 units

Requires creditors to notify borrowers of their right to participate in mediation when sending a right to cure default notice, with borrowers having 15 days to submit a mediation request

Mandates in-person mediation sessions with a neutral mediator where creditors must negotiate alternatives to foreclosure, including loan modifications, principal reductions, interest rate reductions, or extended amortization periods

Prohibits creditors from accelerating the loan or initiating foreclosure until the mediator certifies the creditor participated in good faith and made reasonable efforts to find alternatives

Preserves both parties' legal rights and defenses, and does not require creditors to actually modify mortgage terms
