Creates Section 150D in Chapter 149 allowing "Interested Parties" (construction employers, labor organizations, labor-management trusts, employer associations, or affected employees) to file private attorney general lawsuits on behalf of the Commonwealth against construction employers for wage theft violations

Applies to construction industry employers who bid on public works projects under Section 27 or contracted for private construction work exceeding $500,000 within the preceding 5 years

Prevailing plaintiffs receive treble damages for affected employees who affirm interest in recovery within 90 days, plus litigation costs and reasonable attorney fees

Establishes a 20% surcharge tax on all court awards (including attorney fees) to fund an Attorney General wage enforcement fund for enforcement activities, public education, and emergency loans to affected employees for housing, heat, or food costs

Attorney General may intervene in any case at any time as a matter of right; representative claims on behalf of the Commonwealth cannot be waived or compelled to arbitration regardless of individual employee arbitration agreements
