Creates new Chapter 233A of the General Laws establishing a streamlined process for enforcing out-of-state subpoenas in Massachusetts for civil litigation pending in other states

Allows parties or attorneys to submit a foreign subpoena to a Massachusetts court clerk along with a Massachusetts subpoena form, counsel contact list, and filing fee to obtain a valid Massachusetts subpoena

Permits Massachusetts-licensed attorneys to directly issue subpoenas under this act when retained by parties in out-of-state proceedings, without requiring clerk involvement

Requires subpoenas to incorporate foreign subpoena terms, include counsel contact information, and notify recipients of their right to move to quash or modify in Massachusetts court

Includes a reciprocity provision requiring foreign subpoenas from states without similar laws to comply with existing Chapter 223A Section 11 requirements, with an effective date of January 1, 2026
