First tier serves as a preliminary event for parties to determine case status, explore available resources, attempt mediation, and identify steps to prepare for trial

Prohibits default judgments or dismissals if a party fails to appear at the first tier event

Second tier applies to unresolved cases, requiring the Clerk's Office to send written notice to parties of the scheduled trial date
