Amends Chapter 185, Section 3A to establish mandatory transfer procedures for actions within Land Court permit session jurisdiction that were not originally filed there and do not involve jury trial claims

Requires any party seeking transfer to file a notice within 30 days after service of complaint on the last defendant, including a statement of jurisdictional grounds and confirmation of no valid jury trial claim

Automatically suspends all deadlines for responsive pleadings upon filing of transfer notice, halting proceedings in the original court until the case is remanded

Allows parties 30 days to file a motion to remand the case back to the original court, or permits a Land Court judge to issue a sua sponte order to show cause for remand

Increases the number of Land Court justices from 7 to 8 under Chapter 211B, Section 2
