Creates a civil cause of action in Massachusetts superior court for victims of "malicious doxing" — the knowing dissemination of personal information without consent with intent to cause harassment, stalking, death, or bodily injury

Protected personal information includes home addresses, phone numbers, social security numbers, email addresses, and school or employment locations of individuals and their family members

Plaintiffs who prevail may recover actual damages, punitive damages, injunctive relief, and reasonable attorney fees, with courts considering aggravating factors such as disclosure of immigration status, health conditions, or involvement with reproductive or gender-affirming health care

Exempts interactive computer services, telecommunications providers, and other platform operators from liability when content is provided by third parties

Does not apply to reporting unlawful conduct, exercising free speech and assembly rights, or petitioning activities; claims must be filed within 2 years of the conduct
