Raises the minimum age for youthful offender indictment from 14 to 16 years old under Chapter 119 of Massachusetts General Laws

Removes prior commitment to the Department of Youth Services as a qualifying factor for youthful offender status

Eliminates the mandatory minimum commitment period requirement that previously applied to certain youthful offender cases

Retains offenses involving infliction or threat of serious bodily harm as a qualifying criterion for youthful offender indictment

Applies to all juvenile cases not yet adjudicated at the time the law takes effect
