Creates a special commission to study the nomination, selection, appointment, and oversight of judges in Massachusetts, including developing recommendations for improved accountability and reappointment standards

Commission membership includes 3 gubernatorial appointees, 2 House members, 2 Senate members, plus representatives from the Massachusetts Bar Association, Massachusetts Judges Conference, League of Women Voters, and presidents of 14 county and specialty bar associations

Commission members serve without compensation and elect their own chair and vice chair

Commission may hold public meetings and fact-finding hearings, request information from state agencies, and accept voluntary services and donated funds

First meeting required within one month of appointment, with first report due to the Joint Committee on the Judiciary by December 1, 2021
