Establishes a special commission to investigate the costs and administrative burdens faced by comprehensive foster care providers contracted by the Department of Children and Families in obtaining and maintaining liability insurance

Commission membership includes chairs of the Joint Committee on Children, Families & Persons with Disabilities, representatives from Health and Human Services, Division of Insurance, DCF, Office of the Child Advocate, insurance providers, foster care providers, and the Children's League of Massachusetts

Commission must include at least one family member of a child receiving foster care services and one individual who has served as a foster care parent

Commission tasks include compiling insurance cost data (state and national), analyzing insurance claims, examining barriers to obtaining coverage, and researching best practices from other states

All appointments must be made within 30 days of the resolve's effective date, with final findings and legislative recommendations due to the legislature by October 1, 2025
