Prohibits any person from manufacturing, modifying, selling, transferring, possessing, or operating a robotic device equipped with a weapon, with penalties ranging from 2.5-5 years imprisonment for first offense up to 10-15 years for fourth offense.

Criminalizes using robotic devices to threaten crimes, harass others, or physically restrain people, punishable by up to 2.5 years imprisonment and/or $1,000 fine for first offense.

Exempts the U.S. Department of Defense, Massachusetts National Guard, and defense contractors operating under DOD contracts or attorney general waivers.

Allows law enforcement limited use of armed robotic devices only for explosive disposal, property destruction when imminent threat of death exists, and related training, while requiring warrants for robotic surveillance or entry onto private property.

Requires quarterly public reporting by law enforcement agencies on all robotic device uses to the Executive Office of Public Safety and Security, with annual publication by March 31.
