Establishes a permanent 19-member commission on sexual assault and domestic violence service providers, chaired by the Secretary of Health and Human Services

Commission membership includes 6 state legislators, executive directors from organizations including Jane Doe Inc., Boston Area Rape Crisis Center, and Victim Rights Law Center, plus 3 survivors appointed by the governor

Primary responsibility is studying current practices and service standards of sexual assault and domestic violence providers to develop uniform minimum service standards statewide

Initial recommendations due to the Executive Office of Health and Human Services within 180 days of passage, with biennial reassessments due by June 30

Commission members serve 2-year terms without compensation but with expense reimbursement, and may accept grants, donations, and federal funds
