Creates a permanent 19-member commission on sexual assault and domestic violence service providers, chaired by the Secretary of Health and Human Services, including legislators, agency directors, advocates for survivors with disabilities and children, and 3 survivors appointed by the governor

Requires the commission to study current practices and develop recommendations for uniform minimum service standards within 180 days, covering initial and annual training requirements, minimum policies and procedures, and continuous quality improvements

Mandates that sexual assault and domestic violence service providers must comply with uniform standards to be eligible for state funding, with a program improvement plan required after a first violation and corrective action plan after subsequent violations

Requires annual compliance reporting from the Executive Office of Health and Human Services to the commission, and from the commission to EOHHS, with reports published on the EOHHS website within 30 days

Prohibits state funding for providers that discriminate in admissions or services based on race, religion, color, age, disability, marital status, gender identity, sexual orientation, national origin, or ancestry
