Establishes a fundamental right to bodily autonomy and self-determination for individuals making health decisions for themselves and their minor children

Prohibits public or private entities from mandating, requiring, or coercing any person to accept health-related interventions, including vaccinations, mask-wearing, contact tracing, medical testing, genetic procedures, or social distancing requirements

Defines "coercion" to include requiring health interventions as conditions for employment, education access, daycare participation, travel, religious activities, or sports

Creates private right of action allowing individuals to sue for injunctions, actual damages, punitive damages, federal civil rights violations (42 USC 1983), and employment reinstatement with back pay plus 10% interest

Exempts drug/alcohol testing, bona fide occupational health requirements (excluding vaccines and gene therapy), vehicular license medical testing, and involuntary psychiatric hospital admissions under existing law
