Requires automatic parole termination after three years of law-abiding parole for Transformational Youth, with the Parole Board issuing a Certificate of Termination within 30 calendar days

Applies retroactively to individuals already serving life sentences who committed qualifying offenses between ages 14-20, regardless of when the offense occurred

Establishes strict timelines for parole officers (5 days), General Counsel (5 days), and Parole Board (10 days) to process termination notices and vote in open session

Requires notification of termination to the individual, Commissioner of Correction, sentencing judge, CORI petitioners, and victims within 5 days of the Board's vote
