Creates a 25-foot buffer zone around first responders performing their duties after they issue a verbal warning not to approach

Prohibits knowingly approaching or remaining within the buffer zone with intent to impede, interfere, threaten physical harm, or harass a first responder

Defines "first responder" to include law enforcement officers, firefighters, EMTs (paid, call, reserve, or volunteer), and others who regularly respond to emergencies

First offense punishable by fine up to $1,000; subsequent offenses punishable by fine up to $5,000, imprisonment up to one year, or both

Adds new Section 52 to Chapter 271 of Massachusetts General Laws
