Defines "payroll card account" as a prepaid account established through an employer for wage transfers, subject to federal Electronic Fund Transfer Act and Regulation E consumer protections

Requires employers using payroll cards to provide at least one free withdrawal per pay period (no more than once weekly) for up to the full net wages amount

Mandates advance disclosure of all card usage fees after the initial transaction, excluding third-party fees outside employer control

Requires employers to provide free, unlimited balance inquiries via automated phone system or internet access

Amends Chapter 149 of Massachusetts General Laws, Sections 1 and 148
