Establishes a special commission to study accountability issues in contracting and subcontracting of labor and services in Massachusetts

Commission will examine whether entities using contractors/subcontractors should be held liable for workplace law violations, including wage theft and worker misclassification

Investigation will focus on multi-tiered supply chains and temporary staffing in labor-intensive industries including retail, construction, building services, hospitality, ports, and health care

Commission consists of 12 members appointed by the Secretary of Labor and Workforce Development, with at least 4 representatives from unions and community-based organizations serving workers in affected industries

Final report with recommendations and draft legislation due by December 31, 2026
