Restructures the Commonwealth Employment Relations Board to consist of 3 governor-appointed members: 1 organized labor representative (selected from 3 candidates provided by the Massachusetts AFL-CIO president), 1 municipal management representative (selected from 3 candidates provided by the Massachusetts Municipal Association), and 1 neutral member

Sets member terms at 5 years with staggered expiration so that one term expires every 2 years

Limits political party representation to no more than 2 members from the same party

Establishes board independence from the Executive Office of Labor and Workforce Development, except for reasonable information-sharing requests that do not interfere with board operations

Restricts member removal by the governor to cases of neglect of duty or malfeasance in office only
