Establishes a $25 per hour minimum wage for employees of home care agencies providing homemaker and personal care homemaker services in the first rate year

Requires the same $25 per hour minimum wage for employees of social service program providers receiving state payments

Mandates annual inflation adjustments to the minimum wage using the consumer price index for urban wage earners and clerical workers

Requires the Executive Office of Health and Human Services to adjust payment rates to providers to fully cover the cost of the enhanced minimum wage

Executive Office must complete regulatory processes and file for emergency adoption within 180 days of passage
