Requires all health insurance policies (individual, group, HMO) to provide nondiscriminatory coverage for diagnosis and medically necessary treatment of any mental disorder, including autism spectrum disorder, as defined in the DSM or ICD

Mandates network hospitals receive full negotiated rates for behavioral health services provided to MassHealth patients who are also clients of health and human services agencies when no alternative placement is available

Prohibits short-term and long-term disability insurance policies from discriminating against persons disabled due to mental health conditions, including limiting benefits or excluding coverage based on mental health-related disabilities

Removes existing subsections (b) and (e) from current mental health coverage laws across multiple insurance chapters, which contained limitations on the scope of required mental health benefits

Applies to all health insurance policies delivered, issued, or renewed on or after July 1, 2026, with form filings subject to approval by the commissioner of insurance
