Establishes a 10-member special commission to investigate the quality and accessibility of telehealth services for Massachusetts residents

Commission membership includes 2 gubernatorial appointees with mental health/telehealth expertise, 2 senators, 2 representatives, and 4 appointees from the Commissioner of Mental Health (including 2 experts and 2 nonprofit representatives)

Commission will assess and recommend policies to expand telehealth access, including services and certifications from out-of-state providers

Commission will evaluate safety and quality standards for telehealth providers, including qualifications of doctors, psychiatrists, and therapists, as well as marketing practices

Report with findings, recommendations, and draft legislation due to the General Court by December 31, 2026
